[quantum.agent.dhcp_agent] Unable to sync network state.

After trying several other things, I rebooted the server and now I am getting TAPs when I create a network. Looks like the reboot solved the problem.

After installing Quantum with a Floodlight controller, no TAP ports are being created when I created a network in the Horizon Web interface.

We are using just one server for all OpenStack functions in a test environment, so there is no inter-computer communication involved except for calls to the Floodlight controller.

Here is the error in the dhcp.agent.log file:
