Per the following output: 2011-11-25 15:23:19,137 ERROR nova.compute.manager [-] Instance '47' failed to spawn. Is virtualization enabled in the BIOS? Details: internal error process exited while connecting to monitor: char device redirected to /dev/pts/13

It seems that you didn't enable VT(Intel) or AMD-V(AMD) in BIOS? For some laptop, you need to shutdown the computer instead of just rebooting it to make the configuration effective.
