First you need to add grizzly repository (for Ubuntu 12.04 LTS):

apt-get install -y ubuntu-cloud-keyring
echo "deb http://ubuntu-cloud.archive.canonical.com/ubuntu precise-updates/grizzly main" >> /etc/apt/sources.list.d/cloud-archive.list
apt-get update

Then read upgrade notes here: https://wiki.openstack.org/wiki/ReleaseNotes/Grizzly

Maybe he doesn't use Ubuntu :) The suggestion to read the release notes is good though.

The starting page is the Release Notes on OpenStack Wiki: https://wiki.openstack.org/wiki/ReleaseNotes/Grizzly

I expect that every OpenStack distribution will also have its own recommendations and scripts to help with upgrades.

Over time I expect there will be blog posts, discussions on mailing list and more. Lets collect them on this wiki answer.
