I see the site for the blueprint ( https://blueprints.launchpad.net/swift/+spec/bexar-s3api (https://blueprints.launchpad.net/swif...) ) and it stats that it is implemented and accepted for 1.2. Does this mean that it is fully included? If so are there any documents stating how to utilize it?

The only documentation I see at the moment is:

http://swift.openstack.org/misc.html#module-swift.common.middleware.swift3 (http://swift.openstack.org/misc.html#...)
