let`s say that we have 2 physical serevers and in every server run nova instance. when i create a new network with openstack network create net, then this net will be seen in every nova instances? i mean if i give this command in every nove instance i can see the net network. openstack network list in this way any virtual machine from a physical server can communicate with other virtual machine from the other physical server-with condition that the 2 vm to be connected to the same network-in my case is net.right?

In short, the answer to your question is yes. But there are a few conditions.

An instance sees a Neutron network when it is attached to it. Otherwise, it doesn't see it.

Two instances attached to the same Neutron network and subnet have network connectivity to each other. However, if they don't have IP addresses from the same subnet, they have no connectivity.

It doesn't matter on which compute nodes they are running.
