Devstack was created for testing in the OpenStack Continuous Integration environment and is not designed for rebooting, but try https://ask.openstack.org/en/question....

I don't know the purpose of your OpenStack cloud. If it's for learning, I recommend building it from scratch by following the install guides on docs.openstack.org.

Devstack or Packstack are definitely not made for Enterprise clouds, and neither is the installation guide. Check the deployment guides. I would think TripleO and Juju Charms are the most mature of the free solutions.

I can recomend RDO Packstack -> Was one of the simplest in the meaning of installation and provides a ton of configuration option on deployment.
