What do you mean by "it was down"?

Django is the web framework used to implement Horizon. It's essential. In my opinion, if the django module is missing, something went fundamentally wrong during installation. Find relevant messages in the stack.sh log file.

The django error could also point to a config error for horizon dashboard. Double check your configs and compare them to the deployment guide. The dashboard (most likely) is not accessible because Apache won’t start because of the django error.
