when running this line I'm getting

Keystone is not running or not accessible, or http://controller:5000/v3 is not the correct endpoint.

So it is running. It might be blocked by a firewall, or controllermight be an incorrect hostname, but most likely the endpoint is not http://controller:5000/v3. Try http://controller/identity/v3.
