issue launching an instance from Dashboard

I uploaded the file "xenial-server-cloudimg-amd64-disk1" to create an image which has the following configuration:

Size: 283.38 MB

Minimum disc: 20

Minimum disc: 0

Format: QCOW2

Container format: BARE

and I selected these option:

Flavor: m1.medium

Flavor ID: 3

RAM: 4GB

VCPU: 2 VCPU

Disc: 40GB

The network that I selected has a subnetwork and a port with status "down" but administration status , "up".

I also selected the XenAPI because I want to use Qemu on this machine.

However, when launching the instance and I get to the step of selecting the ports, no port is shown. I don't select any customized option or anything and when I click the Launch botton, I get this error:

Message: No valid host was found. There are not enough hosts available.

Code: 500

I've tried creating a network from scratch by using ssh to my openstack and following this guide: https://docs.openstack.org/ocata/user-guide/cli-create-and-manage-networks.html (https://docs.openstack.org/ocata/user...) . However, when I input the first command in the tutorial, I get the message: The plugin ”password” could not be found

I used these commands:

source keystonerc_admin

cat keystonerc_admin

and I see the configuration, so I do:

[root@localhost ~(keystone_admindeclare -x OS_AUTH_TYPE=”password”
[root@localhost ~(keystone_admin)]# declare -x OS_PASSWORD="thepasswordshowninkeystonerc
[root@localhost ~(keystone_admin)]# declare -x OS_AUTH_URL="http://10.60.125.140:5000/v3”

Check and verify flavor properties. Are you using admin tenant to launch VM ? Please create port via tenant project only.
