Openstack neutron / ovs problems

Hi, we have a problem in our OpenStack infrastructure with networking with neutron in dvr mode and gre tunnels between the compute/network hosts. there are three network nodes and six compute hosts. We have updated to the last available version of OpenStack Queens (Ubuntu Repo). The Infrastructure is deployed and managed using Ubuntu Maas/Juju. In our investigations we think, that the problem is in the openvswitch. We see that traffic that doesnt leave the compute-host reached his target. If the traffic has to switch the compute host, then the traffic doesnt reach the target. we think that the openvswitch is lacking rules in the br-tun, br-data switches for etc. arp traffic. In some instance-log we see the following error on booting:

can anyone help or give more detailed debug instructions. We are relatively new to openstack.
