disk-image-create fails to create RHEL7 on Fedora

Is there a way to create a RHEL7 ramdisk on Fedora as it is failing on epel with the error "Error getting repository data for epel, repository not found". Looking into the issue, it is showing "rhel is not supported". The epel code for disk-image-create expects the DISTRO_NAME to be rhel7, but with the latest version of diskimage-builder sets DISTRO_NAME to be rhel for all Redhat versions and does not use DIB_RELEASE which causes the issue.
