While I don't know much about the way services are deployed, started and managed in Kolla, I am sure there is a log somewhere that contains nova-scheduler startup and error messages. Find that log and use it to get insight.

Or perhaps a Kolla-deployed cloud does not support reboot?

Of course, an alternative is to restart the scheduler manually. You would have to find out how Kolla starts services.

the question is How Kolla starts services.

I can't tell, but I am sure there are playbooks for that.

Take a look at https://is.gd/FIrSwx. Kolla has some container restarting options. You can override docker_restart_policy or docker_restart_policy_retry with globals.yml
