lspci and eth interface name changes on each boot, any solution ? [closed]

Hi All,

We created 2 qcows,

QCOW1) Created from Centos7 iso via virt install QCOW2) Created from Centos7 qcow cloud image via diskimage-builder

We have disabled consistent naming, hence now we are expecting to get ethX interface names. We are getting the same but the issue is on some reboots eth name moves to a different lspci device. What I came to know is ethX is assigned in the probing order, if so how its consistent with QCOW created from ISO and not in QCOW created via diskimage builder from Centos7 qcow ?. Any input on the same much appreciated.
