Cannot resume a suspended instance with attached volume

The error was encountered on OpenStack Havana. A user had a suspended instance with an attached volume, but when the user attempted to resume, it failed. On the compute node, this is the error in the nova-compute.log:

Apparently, there is a bug that affects resuming suspended instances with attached volumes:

This patch hasn't been pushed to havana main repository in ubuntu's cloud archive as of February 21, 2014.

There is also a related issue of failing to resume instances if volumes are detached while suspended:
