manually restarting neutron server and agents after networking-ovn plugin installation error

My neutron agents all disapperead and the compute nodes are showing enabled but service is down. How do i manually restart neutron services in devstack on Ubuntu (1 controller node, 2 compute nodes) error: ERROR: neutronclient.shell Auth plugin requires parameters which were not given: auth_url Traceback (most recent call last): ERROR: neutronclient.shell Unable to establish connection to http://x.x.x.x:9696/v2.0/networks: HTTPConnectionPool(host='x.x.x.x', port=9696): Max retries exceeded with url: /v2.0/networks (Caused by NewConnectionError('<urllib3.connection.httpconnection 0x7fecb8d51a10="" at="" object="">: Failed to establish a new connection: [Errno 111] Connection refused',))</urllib3.connection.httpconnection>

Normally, services run under systemd. All OpenStack services run in a systemd slice named devstack. Neutron services are named q-something, to distinguish them from Nova services, which start with n (and Neutron used to be called Quantum). Therefore, restart them like this:

systemctl restart devstack@q-*

On my Stein Devstack cloud, the Neutron server service is named devstack@q-svc.service. Run systemctl list-units devstack@q-* to confirm.

You should find information related to the failure in the log. Devstack uses the systemd journal:

journalctl -u devstack@q-svc
