how to create a new image in openstack devstack. i am trying to create ubuntu-16.04.2-server-amd64.img this image

You say that you want to create ubuntu-16.04.2-server-amd64.img, but your image source is ubuntu-14.04-5-desktop-amd64.iso. There are three problems:

  1. this is an ISO file, not an img file (img files are usually either in the qcow2 or raw format)
  2. this is the ISO file of the Ubuntu desktop distro, not the server distro
  3. the version is 14.04-5, not 14.04-2

You can download trusty-server-cloudimg-amd64-disk1.imgfrom and use it as the image source. This is probably what you want, although the version is not exactly the same. If that is your goal, use image format qcow2.

Alternatively, you follow the instructions in the virtual machine image guide to attach the ISO file to an instance, boot from it, install it, customize it, and use the resulting file as an image source. This allows you to customize the image to your desires, but it is much more work.
