I guess your token is invalid. What output do you get from the curl command?

Thanks Bernd,I found that add the scope parameter,It works. But when I query the http://controler:8774/v2.1/image or http://controler:8774/v2.1/os-networks,It (http://controler:8774/v2.1/os-network...) seems works OK without the "scope" parameter,Is that normal?

I don’t know and am unable to check, but perhaps the policies for these APIs make it clearer for you.

Note that the image and networks APIs are deprecated and won’t work anymore in more recent microversions (e.g. https://developer.openstack.org/api-r...).
