cant insert password into fedora VM

Hi guys, I have a problem with fedora image, I am trying to create a custom fedora server image, I follow exactly from this doc: docs.openstack.org/image-guide/ fedora-image.html, but it just cant insert the password while starting the VM, I have tried some methods but nothing change, if anyone has successfully create image fedora before, please tell me how to fix it, I appreciate. I read the log and find out that problem with cloud-init, wonder if it is the root cause of the problem: "[ERROR]: Unable to render networking. Network config is likely broken: No available network renderers found. Searched through list: ['eni', 'sysconfig', 'netplan']

Can you create the VM successfully if you create it manually? Using a tool like virt-manager or virt-install?

A working network topology is crucial for cloud-init to work. It needs to contact the metadata-server to retrieve the user-data etc. Usually this would require dhcp on the instance's network and of course, dhcp should be enabled from within the instance. Alternatively, you could try config-drive.
