Can you use hypervisor-specific tools on the compute node, e.g. virsh, to double-check the allocated CPUs?

This could also be a Windows or BIOS/UEFI config problem or bug, such as https://support.microsoft.com/en-gb/h....

Thank you bernd for your revert, Actually it has been resolved when set the socket,cores and threads in Flavor property. By default socket has been updated as 16 when I checked the VM's libvirt file. And I changed to socket=2,cores=8,threads=1. Now I can see the actual VCPS inside the VM.

Actually it has been resolved when set the socket,cores and threads in Flavor property. By default socket has been updated as 16 when I checked the VM's libvirt file. And I changed to socket=2,cores=8,threads=1. Now I can see the actual VCPS inside the VM.

eg:

openstack flavor set <flavor name>
                                   --property hw:cpu_sockets=2
                                   --property hw:cpu_cores=8
                                   --property hw:cpu_threads=1

Then used this flavor to create VM. Once created the VM the CPU topology will be

<topology sockets='2' cores='8' threads='1'/>

In VM's virish xml file.
