libvirt or openstack dilemma

I have a host running kvm hypervisor [ only hypervisor supported by our library]. I would like to control this host remotely and I was contemplating whether to use libvirt or access through openstack. I am not convinced by the pro's of using openstack in this environment. Has anyone had to make a similar decision and share their thought process.

I'd say that if your virtual machines are all onto one single piece of hardware (or only a few physical hosts) then you may not need OpenStack. When things start to require multiple hosts running kvm, multiple disks across multiple networks then OpenStack becomes the one layer that simplifies things.
