x509_load_cert_crl_file while register K8s vim to tacker

I was following the instruction from this site: https://github.com/openstack/tacker/blob/master/doc/source/install/kubernetes_vim_installation.rst (https://github.com/openstack/tacker/b...) to install k8s vim on tacker, everything went pretty ok until i tried to register K8s VIM by cmd:

openstack vim register --config-file vim_config.yaml vim-kubernetes

it returned error " [('x509 certificate routines', 'X509_load_cert_crl_file', 'no certificate or crl found')]"
it seems like the bearer token i typed inside vim_config.yaml is wrong. I took it from cmd:
kubectl describe secret $(kubectl get secrets | grep default | cut -f1 -d ' ')
And even if i didn't use bearer token but type in username and pass ( + ssl_ca_cer token from ca.crt file) it returned other error: (401) unauthorized.
So both my token i used above are wrong or i've misunderstood something?
p/s: the network list cmd didn't show k8s service nor k8s-pod-net in my case, the K8s cluster works fine though. Could it be the main problem?
