OS version Rocky Ubuntu 18.04

While testing the keystone authorization using the below command, getting an error:

openstack --os-auth-url http://127.0.0.1:35357/v3 --os-project-domain-name Default --os-user-domain-name Default --os-project-name admin --os-username admin token issue

Failed to discover available identity versions when contacting http://127.0.0.1:35357/v3. Attempting to parse version from URL. Unable to establish connection to http://127.0.0.1:35357/v3/auth/tokens: HTTPConnectionPool(host='127.0.0.1', port=35357): Max retries exceeded with url: /v3/auth/tokens (Caused by NewConnectionError('<urllib3.connection.httpconnection 0x7efccbb25790="" at="" object="">: Failed to establish a new connection: [Errno 111] Connection refused',))</urllib3.connection.httpconnection>

It looks like Keystone is not running at the computer where you issue the command.

I am not if 127.0.0.1 can be used. Try replacing it by a non-local IP address.
