Is there concept of virtual data center in openstack? If no, are there any alternatives for that

I need to deploy a virtual data centre in openstack irrespective of the underlying infrastructure (for virtualization) used.

What is your definition of "virtual data centre"?

In my mind, an OpenStack cloud is the abstraction of a datacentre: Abstract servers implemented by virtual or physical machines, abstract storage systems implemented by many technologies, abstract networks implemented by even more technologies.

On the other hand, OpenStack doesn't include a concept of "virtual data centre".

If by "virtual data center" you mean the end-users' ability to manage routers, network setting and connect virtual machines isolated from other cloud tenants, yes, you can do that.
