can't allocate floating IP

When trying to allocate a floating IP, I'm getting this error. "Danger: There was an error submitting the form. Please try again"

In /var/log/apache2/horizon_error.log, I can see the following message. 2019-01-30 15:57:55.500972 Timeout when reading response headers from daemon process 'horizon': /opt/stack/horizon/openstack_dashboard/wsgi.py

a google search for the error message brings up a handful of results, including a bug description.

You can also remove the horizon string from the search for more ideas.

Something causes delays in the communication between Apache and Horizon's WSGI process. You have to look into your WSGI implementation/configuration.
