magnum in newton

hello friends I can install magnum in rocky but in newton when i run a command openstack coe service list it shows:

openstack: 'coe' is not an openstack command. See 'openstack --help'.

use magnum instead of openstack coe

The Magnum plugin for the openstack client didn’t exist around Newton. Use the magnum client.

apt-get install python-magnumclient did not work for me. do you know any other solution? thanks for helping
