What is the best way to make condition to "openstack update stack" ?

What is the best way to make condition to "openstack update stack" template in case when I wan't to check some parameter from the running stack(check /etc/conf... in running quest vm) and based on the parameter value either let the heat to start upgrade or cancel upgrade?

Options: Should I run SWDeployment(bash script reading and giving parameter as output) to running stack quest VM? How to handle this bash output in heat template?

OR Should I make bash wrapper around "openstack stack update" command and do parameter check in bash before calling "openstack" cli?
