Glance is not deprecated, only the Glance Registry.

I guess you could run OpenStack without Glance if all instances are deployed from volumes. The problem is, how to create those volumes.

The alternative to the Glance Registry is Glance without registry. As the deprecation spec says, Glance API v2 doesn’t need the registry.

The registry has nothing to do with volume creation. Volumes are created with Cinder. Bootable volumes require Glance, though.

Perhaps there is confusion of terminology. The Glance Registry is a component of Glance that was mandatory in the past, at the time of Glance API v1. It became optional with Glance API v2 and is now deprecated. But it's only this specific component, not Glance as a whole.
