Quick question:- I have couple of workstations (used for CAD/CAM) - the average CPU utilization is 43 percent, how I can create a service or platform or use OpenStack (or some other technology like MAAS) to collate all available CPU resources from the workstations to be utilized as a Pool of CPU resources for some other high end graphical or mathematical computation and release the resource as soon as task(s) got completed?

This doesn't work with OpenStack, unfortunately. OpenStack servers run inside hypervisor hosts; you can't "spread" them over several hosts. I think you want a high-performance computing solution, but I doubt that you can run your application unchanged on such a platform.
