should i enter this command in controller or fedora instance?

Outside the Swarm cluster, for example on the controller. Step 3 will help you create required certificates and set required environment variables.

the status of cluster is in "CREATE_IN_PROGRESS"

This can have many causes. e.g. you didn't create the cluster template or cluster correctly, or the network is not set up correctly.

Magnum log files and Docker logs on the cluster server will help.

From the environment variables you set in step 3, in particular DOCKER_HOST.
