No DHCP Reply (Pike) - Not reaching namespace

New install of Pike on Ubuntu 16.04 following the installation guide, no deviations. One controller, one compute. VM launches but does not receive a reply to DHCP request. If I manually set the IP, I can reach the network. I see the DHCP request leave the compute node and also arrive at the controller but I do not see any reply. I did run a tcpdump within the namespace but did not see the packet there. I've searched for answer but haven't come up with anything.
