Perhaps there are really no network resources?

Double-check your project in the dashboard. Then use the command line to list networks etc. as this project.

"openstack network list " command return an empty result.

My network option is 2, should i create a provider and self service network to launch an instance ?

Yes. An example using the Linuxbridge mechanism driver is in the networking guide.

As admin, create an external network, then add a subnet that corresponds to the external address range you want to use. As non-admin user, create a tenant (non-external) network plus subnet, and a router connecting it to the external network.

This has nothing to do with your node architecture.
