Which document? The latest Keystone install guide uses a single port, 5000. Earlier install guides separated admin and public endpoints.

Strangely, my Rocky Devstack has two identical admin and public endpoints:

$ openstack endpoint list
| keystone     | identity       | public    | http://192.168.1.202/identity   |
| keystone     | identity       | admin     | http://192.168.1.202/identity    |
