ip netns doesnt show neutron namespaces

I have installed RDO packstack answer file based all-in-one installation of OS Queens release on CentOS 7.4 VM. But, I am unable to see any of the Neutron related namespaces for routers and dhcps etc. ip netns list doesn't return anything. Are there any changes related to Linux networking and Neutron interworking? Pls, help me understand.

I have seen an earlier question https://ask.openstack.org/en/question/83058/ip-netns-does-not-show-anything/?answer=83183#post-id-83183 (here) related to this where duplicate Neutron processes have been mentioned as the cause. I see multiple neutron processes, but I don't know why does that happen as I followed the RDO doc instruction pretty well. Also, unsure if the above reason is related to the issue or not.

I haven't tried Packstack Queens, but I know that the ip command expects symlinks to namespaces under /var/run/netns. Perhaps they are missing? To create them, take a process that runs in that namespace e.g. dnsmasq, then ln -s /proc/PID/ns/net /var/run/netns/SOMENAME.
