You can do that from Horizon dashboard. Go to "Admin Panel" --> "Floating IPs", there's a list of all existing floating IPs. On the right-hand side there's a button "Allocate Floating IP". This allows you to specify a pool (the network), the desired project and a specific IP (optional).

If the IP doesn't exist yet, use CLI:

openstack floating ip create --floating-ip-address <FLOAT_IP> --project <PROJECT> <NETWORK>

If the ip already exists in a different project I would delete it and recreate it for a different project. I'm not aware of a CLI command to update floating IPs.
