I can't create k8s magnum cluster in rdo queens due to the follwing error. I used fedora-atomic as image in cluster template. I can create cirros vm's without any issue.

Your compute hosts, or all-in-one host, probably don't have enough capacity for Fedora-based instances. Cirros is happy with the tiny flavor, Fedora is not. To confirm this, you could check the Nova scheduler and the Placement logs to understand why no host was found.

What's the minimum requirements for fedora atomic? I have an aio rdo openstack installed on a virtualbox with 10G ram and 15G free space and 2 vcpus. Also for magnum cluster I used a custome flavor with 7G disk and 1.5G RAM and 1 vcpu. Does it need installation on physical server?

I have run Fedora with built-in flavor m1.small (2GB RAM, 20GB disk). Does it run with less? I can't say.

However "no valid host" indicates that Nova doesn't even try to start the instance. My guess: Lack of disk space (15GB host vs 7GB instance). Scheduler/placement logs should confirm this.
