Can you have more than one network with the same ip?

For example in project 1 to have a network 10.10.10.0/24 and in project 2 to have a network 10.10.10.0/24. Would you give problems in the future?

Yes it is possible , also check the configuration key allow_overlapping_ips in neutron.conf file

Overlapping IP address ranges are a feature of Neutron. The idea is that projects are independent of each other and have full control over their networks without checking what other projects are doing.
