Is there any configuration I can add in nova.conf so that I can get console access via tcp port. Something that would allow me to do something linke telnet <hypervisor-ip> <port.no> to get the console access to the vm.

I am looking for an option which will add the necessary line to the vm xml body during its spawning!

Are you using openstack-nova-novncproxy to connect to the console, or are you looking for an alternate way to access the VM console? If you configure the nova controller and compute nodes correctly, you can access all the VMs this way (assuming your firewall is configured properly on each node).

What's wrong with using ssh access to port 22?

As far as telnet goes I think you are on your own for figuring out a configuration. OpenStack uses SSH and VNC to access any instances you create. Smaffulli is right, unless you have a specific need to use telnet I would stick to SSH access to the hypervisor.

If you just use telnet as a form of cli instead of connecting through web console, you can enable serial console http://blog.oddbit.com/2014/12/22/accessing-the-serial-console-of-your-nova-servers/ (http://blog.oddbit.com/2014/12/22/acc...) and use a tool called novaconsole to connect the vm through serial proxy. It should have the same effect as a telnet to the hypervisor.
