MBR on the cinder volume is not correct

glance image-create --name=omu_image --disk-format raw --container-format bare --visibility public --progress --file OMU-disk.qcow
openstack volume create with the glance image.
If the VM was booted from iPXE and the cinder volume was attached to the VM, iPXE found the MBR was not correct, so VM was stuck on the iPXE phase.
I attached the volume to a Linux unit and found the volume was filled with 0.
