can't SSH into instance but can ping instance

I have launched an instance in public subnet with cirros image where i am able to login into the console from dashboard service but when i try to login with ssh i am getting connection refused error

[root@openstack .ssh]# ssh 192.168.3.104
ssh: connect to host 192.168.3.104 port 22: Connection refused

here is my default security group rules

ALLOW IPv4 tcp from 0.0.0.0/0
ALLOW IPv4 53/tcp from 0.0.0.0/0
ALLOW IPv4 1-65535/tcp to 0.0.0.0/0
ALLOW IPv4 icmp to 0.0.0.0/0
ALLOW IPv4 from 0.0.0.0/0
ALLOW IPv4 80/tcp from 0.0.0.0/0
ALLOW IPv4 icmp from 0.0.0.0/0
ALLOW IPv4 to 0.0.0.0/0
ALLOW IPv4 22/tcp from 0.0.0.0/0

So after that I have tried nmap command to findout all listing ports of my launched instance

Here you can observe that 22 ssh port is not opened on the launched instance but when login into the instance from dashboard service where I can see 22 ssh port listening and I am also able to telnet to the instance with port 80

[root@openstack .ssh]# telnet 192.168.3.104 80

Connected to 192.168.3.104.

Plese suggest me what logs should I check to resolve this error

Are you Getting this error only for this instance or all instances running on the host?
