For some reason, this month-old question appears only now in my feed.

There seems to be a bug in the Queens tutorial. I suggest using the latest tutorial for Neutron instead.

The Queens tutorial doesn't set up Keystone to listen on port 35357, but configures Neutron to access this port for authentication. The problem is solved by changing section keystone_authtoken in neutron.conf to use port 5000 instead.

I had the same problem a while ago. The log was same. I find the port 35357 is wrong in the configuration of the Neutron service. You can change the 35357 to 5000 which can solve your problem. auth_url=http://controller:35357---->http://controller:5000;
