How to allocate vm's root disk in another ceph pool rather than in cinder?

Hi all,

According to the http://docs.ceph.com/docs/master/rbd/rbd-openstack/#configuring-nova-to-attach-ceph-rbd-block-device (Ceph documentation), there should be two seperate pools for cinder and vms in ceph, but configured like the documentation, vm root disks are still allocated in cinder rather than in the pool called vm. My openstack version is queens.

Here is my current libvirt section in nova.conf on the compute node:

...
[libvirt]
images_type=rbd
images_rbd_pool=vms
images_rbd_ceph_conf = /etc/ceph/ceph.conf
rbd_user=cinder
rbd_secret_uuid=xxx
...
