Communication between VM instances

my apologies, I am a noob at networking and my inquiry is probably a very basic networking question.

We have two VM instances setup on two subnet networks that are connected.

VM1 has a local IP address 192.168.1.7 VM2 has a local IP address 192.168.2.3

the two instances can ping each other which means that they can talk to each other; however we have setup a web application on VM1 which is open on port 3000. When trying to use wget or curl (i.e. curl 192.168.1.7:3000) we get the following message : "curl: (7) Failed to connect to 192.168.1.7 port 3000: Connection refused"

We have opened added privileges and rules to the security group that allow TCP, ICPM, and UDP communication to go Ingress, and Egress on any given port (which I assume to be inbound and outbound), but still the connection is refused.

what else can be done to allow communication to pass through ?
