Windows Server 2016 instance stuck on "Booting from Hard Drive"

When trying to launch an instance of Windows Server 2016 Standard, the VNC console stays on "Booting from Hard Drive...". Interestingly, I've managed to get Windows Server 2016 Core to run without any issues.

I've tried setting different variations of the following flags in nova.conf and restarting:

hw_machine_type = x86_64=pc-i440fx-rhel7.2.0
virt_type=qemu
cpu_model=host_passthrough

Using OpenStack Ocata, the host is CentOS 7.4.
