I have checked and confirmed that the nova-network service is running on the compute node.

While running the command "nova network-create vmnet --fixed-range-v4= --bridge-interface=br100 --multi-host=T" getting the error "ERROR: The server has either erred or is incapable of performing the requested operation. (HTTP 500) "

Here is the output from nova-api log file: and the nova-network.log file under the compute node. Here is the output from the log file:

Check the logs for nova-api and nova-network. These are usually located in "/var/log/nova/" but that will vary depending on your logging configuration. If the logs do not give you sufficient detail, try setting "debug=True" in "/etc/nova/nova.conf" and retrying. Post log output here for more help.

Found out that following value was incorrectly set under nova.conf file on compute node:

Restarting the nova-network service on compute node did not apply changes. Restarted the compute node and that solved the issue.

I guess you had to restart openstack-nova-metadate-api service as well in order to make the changes in the configuration have effect. That's perhaps why you had to reboot the compute node.
