Low performance of Windows instance in Openstack.

I have setup Openstack on Multinode with compute and controller, on Launching an windows server instance I am getting a very low performance and two cursors are occurring on the screen. The instance is running with 16 Gigs of RAM and 8 VCPU's without a volume. Is there anything that can be done about this?

Could you add a bit more information? Ex. OpenStack version, virtio versions. Could you specify what parts of the system that are slow?

I have the same problem with Windows vms being super slow. I'm have an openstack deployment wih a controller and a compute, both are VM hosted on VMWare. The openstack version is queens, and the latest virtio for windows, virtio-win-0.1.149.iso. The compute node is configured with qemu hypervisor.
