This is an interesting question, but why are you asking it at an OpenStack site?

Find where it is located, then either ensure that directory is in your PATH, or use the absolute pathname. It could also be that /usr/sbin/tcpdump is a script, and you have no matching interpreter.

In my local system I have tcpdump But in instance console it is showing error can you explain why?

Because your instance is not set up in the same way as your local system. The PATH might be different. The package management system might be different. The OS might be different. The CPU architecture might be different.

You can’t blame that on OpenStack. OpenStack leaves the content of VMs alone.
