Try running qemu directly without libvirt using this environment variable:

Original error from libvirt: internal error: process exited while
connecting to monitor: failed to initialize KVM: Device or resource busy
[code=1 int1=-1]

If reporting bugs, run virt-customize with debugging enabled and include
the complete output:

virt-customize -v -x [...]
[stack@localhost ~]$

Here why the command " virt-customize" getting failed?
