A simple answer:

The operator of an OpenStack cloud can present unchangeable networks to the users, or give users the option to create, delete, connect and generally manipulate networks. The latter type of networks is called “tenant networks”.

The term “tenant” has been replaced by “project”, but the term “tenant network” seems to stick. An equivalent term is “self-service network”.

I have not heard the term “virtual tenant network”.

Tenant network is a private network built on top of a virtual/physical switch through openstack api. It is unique network owned by a user belongs to a tenant. It can be kept private or shared it with some other network across tenants.

Openstack support a rich network topology for creating a tenant network to leverage the capability of neutron. Please check here for more information:

This private network concept can be compared with AWS VPC, where you can build your private network on top of a virtualized layer in amazon infrastructure. It can be kept isolate or it can shared with other network in a same tenant or it can be coupled with network of a different tenants.

"Tenant” can be replaced interchangeably with the more current term “project.”That means Project network . tenant networks are created by Projects for use by their instances and cannot be shared (based upon default policy settings). Users create tenant networks for connectivity within projects. By default, they are fully isolated and are not shared with other projects
