requirements on a user to create an image in glance

What requirements must an openstack user meet to be able to create images in glance. I can create an image as a user as shown below but when I try to list the images as the same user it is not shown.

However the image is there. If I login to the openstack server and use the openstack admin account to list the images then it is appears. So I'm wondering what I've missed when setting up the non-admin user?
