Cannot connect to vm instance by ssh key or cloud-init behind http network proxy

Hi! I am facing this problem for quite some time. I created a ubuntu cloud instance using .img file. I created a public-private rsa pair for authentication for the instance.I created a floating IP for logging into the system. However, the instance takes quite some time during boot, and fails to establish a network connection. Hence I am unable to access the server-vm instance. During boot, it is unable to raise network interfaces as shown.. it also fails to call as sound in the log. Could somebody please help me with this?

The instance doesn't seem to get an IP address. Usually, it gets it via DHCP, and the DHCP server is configured in the subnet to which it is connected. As a first approach, I would check if the DHCP server is configured and works, and if the instance can reach it.
